The dugong's range extends through tropical and subtropical coastal waters from East Africa to the Pacific islands, including the Red Sea, the Arabian Gulf and Australia. A 2019 memorandum of the Convention on Migratory Species describes its range as covering more than 40 countries; the number varies with the source and the date of the estimate.
The dugong population of the Arabian Gulf is believed to be the second largest in the world after Australia's; aerial surveys estimated about 3,000 dugongs, concentrated in the central and western regions of Abu Dhabi, with the highest densities in the Marawah Marine Biosphere Reserve and then the Al Yasat Marine Protected Area.
